Local builders (Lennar, Toll Brothers, etc.) overpriced crap tract houses in the boom and kindled demand by offering large - 5 figure, buyer kickbacks on closing.
The "W street" they mention is a couple of miles from my place and a title search shows that one couple bought over 8 properties, made a few or zero payments and ran with the kickback cash.
IMSO, the scamsters and their enablers (builders) should be in eff'in prison!
