Let's say someone doesn't want to take the time to learn solidworks, autocad, etc. but wants to build their own chassis and wants a proper design with strength analysis available.
Are there people or places who do CAD design only for race cars?
What is a ballpark figure for something like that?

Good luck. If you must bypass what is already known, you might consider building a model and doing your own strength analysis. It can be a real eye opener. Even the best high tech pavement designs are mechanically tested for flex.

There are places and individuals that do CAD work, but not specifically for racecars. I indirectly know of one who does contract work for a small company that fabricates most of their product. Some of the component parts are out-sourced so they need drawings. Don't know about anything headed towards any analysis type work. I believe the guy works flat rate based on what they need done.
Computer analysis is tricky. How the model is constrained can radically affect the tresults. GI-GO in other words.

$60/hr...going rate for somebody to be contracted to draw.
